Haven't removed this bolt in particular, but I have found that using as
short a spanner as possible works in this sort of situation. If you can get
a spanner with a handle about 1.5 inches long, probably by using a hacksaw,
and hammer the end round with your sledge hammer you may have more luck. The
shorter length stops the spanner absorbing the hits of the hammer.

The bolt isn't welded is it ?
A friend of mine spent two days trying to undo his seatbelts from under the
rear wheel arch before someone told him they were welded in :-). He even
tried getting a really long bar on the spanner, jacking up the car and then
letting it down on the spanner !
