You need a little more info to really assess the situation. Assume the engine needs rebuilding (you may be lucky). Parts are available.

How mush rust on the body - in my opinion that is the real key. Can you get underneath to check?

If the car is essentially complete then its restorable.

But you dont know condition of tranny, rear end etc. I guess knowing why it was taken off the road in the first place would help.

This is not a high dollar car even in perfect condition, so I expect a few hundred would be as much as you would want to pay.
