Sounds like either worn needle valves or you've got a partial blockage in the
jet(s). If you replace the needles, try the Grouse (sp?) jets from Vic Brit.
They seem to last much longer than the needle variety. Or, if the passage
is clogged, take the air cleaners off, rev the engine and place your hand
over the inlets one at a time, completely blocking it. The sudden vaccuum
will sometimes dislodge whatever crud is there.
If the last time the carbs were touched was in 1970 you're due for a rebuild
anyway.
