I had this problem also when I used 4 bad carbs to make 2 good ones by
mixing the parts. It seems like the top covers are not exactly the same.
First I tried switching them and that didn't work then I tried rotating
them 90 degrees each time and trying them. Still no luck. Finally got
them to work correctly by drilling out the mounting holes to the next
larger drill bit size. Works great now.
