Bad ground on the relay, or poor contact of the wire to the relay coil
side of
the relay.

Also, some times on solenoids, temperature can reduce the actuator force
so much that it cannot overcome the return spring. Hence, not even a
click.

Next time is does this,try to short the battery side of the relay to the
starter
terminal. If it clicks, then the ground is not the culprit.

Tire water pumps sound just like that.
Grab the water pump pully, and try to move it around. If there is any
play,
the fan is loose, or the pumps bearings are gone.
BTW, if the bearings are gone, the seals are soon to follow.
