Sounds like it is really rough. Wrap some 600 paper around a rubber
block and sand until most roughness is gone. Then use your 1200 until
the sanding scratches from the 600 are obliterated. Then you can polish
with rubbing compound. Buy some that is made for hand use; it cuts a
little faster than the stuff made for machine polishing. You can move
then to finer polishing compound, but it will likely be satisfactory if
you just wax it.
