This is not always the case. Ive seen it done both ways (inside/vs
outside)
of the rim.

There are at least two camps when if comes to specing wheels,
probably more.

The reason that some manufacturers prefer to spec using the tire side
of the rim is because this method of specification is independant of the
thickness of the tire retaining wall.

This would allow anyones wheels to operate correctly with a given
offset spec regardless of materials type and part thickness.

My MiniLite replicas are made by SuperLite out of Florida USA.

They spec'ed my wheels as described above.
