The CA Smog testers don't require the original carburetors and manifold. I just
went through the whole test through a designation of gross polluter and state
referee station. The smog tech said the weber was not a problem. The test only
required a PCV valve. After I failed as a gross polluter the mechanic rebuilt
the weber and it passed. I then took it to a state referee station a week later
for another test where it also passed.

Just be sure to have the tech do a pre-test in case it comes up a gross
polluter...that is not a fun process.
