Headlight rings

Help! just got my headlight rings (eyebrows) back from the painter
and I can't figure out how they should go on. I see the top clips and
bottom screw, but when I engage the clips and try to swing the ring down
over the headlamp it binds up. I don't want to force it and scratch the
paint. Am I missing something?
