I don't think you are missing anything except possibly fitting the rings
before you had them painted if they are second hand and you did not have
them installed previously. I just finished rebuilding my headlight
structures and installing used eye brows (one damaged slightly and
repaired in the process) And I found that the eyebrow can be (or maybe
originally was) quite egg-shaped horizontally, requiring it to be
"stretched" over the lower mounting bracket before it snaps into place.
Since these were pieces missing from my car when I acquired it, I had no
feel for this and pulled the top clip loose on one of them ( pot metal
broke off) Repaired this by carefully center
punching and drilling a 1/16 hole, tightening a self-threading metal
screw into it, and grinding off most of the pan head of the screw with a
grinding point. (same thing could likely be done with a pop-rivet, but I
was afraid the little pillar of pot metal would collapse with internal
pressure)
Other problems might be that something on the sealed beam units you are
using is distorting the retaining ring or the pot to fender gasket is
interfering. Hope this helps.
