This really is not true.
The law here is quite clear. The emmisions system as a whole may
not be modified in any way.

If the emmisions system is altered, but functional, they may, but
will likely not give you any grief. This generally includes
carburettors.

The DMV supplies the emmsisions test computers with descriptions
of correct emmisions configurations including carburettor type and
model.

This is to be verified during the visual inspection.

It is at the discression of the tech to pass or fail the system during
the visual
inspection.

The last time I went with a friend to have his SV tested, the computer
came up blank on the carb type "he runs a weber DGV".

The computer did know that the PCV valve was required though.

Engines that are modified can be tested by a refferee station, provided
that the car will meet emmissions. This would apply to cars with DCOE,
although I seem to remember Jay Laifman getting tested with his
dual DCOE setup, then failing the emmisions portion "not the visual".
