Last year I had two different opportunities to buy running Series V's with
similar body condition for $900 and $1100 asking prices. Both would have
required $200 or $300 in transportation costs, so one in the "neighborhood"
would have been worth that much more had I been interested at the time.

I'd guess it's something like an $800 to $1000 car plus whatever's fair for the
new parts. I suppose the LAT wheels, new top, and other bits you mentioned may
get it back into the region of $2500, but $3500 would be a real stretch.
