Dick is right here.
The series of nuts you see are what bolts the entire diff carrier
into the axle case. It wont come out without removing the axles.

It is not possible to even touch the bolts without taking the entire
carrier from the axle case. This is a bench top opperation.
There is no reason to remove the drive shaft flange for this
opperation, so dont bother.

If your question is really "do I have to remove the gears from the
carrier to replace the ring gear bolts?". The answer is no,
unless you find a broken bolt in the diff carrier, but then you'd
be in really deep stuff.
