The most common error in testing compresion is in NOT cranking the
engine with the carbs at wide open throttle.

Did you?

If you did, 160 to 170 PSI would be great.
140+ would be fair to good.
below 130 is ........ Tired.

The oil pressure you site is livable, but if the compression figures
are as stated, you could use some rings and new bearings to say
the least.

New rebuilt head, or lack of it, would not affect the compression
figures unless a valve was bent, maladjusted, or burnt.
