Bellhousing Modification?

Among my collection of Series V parts, I have a bellhousing that has
either been brilliantly modified or badly buggered.

The "area of interest" is the hole for the starter drive mechanism,
which is normally round. The hole on this bellhousing has been reshaped
to that of a backwards capital letter "D" as you look at it from the
rear, with the straight part of the "D" following the curvature of the
bellhousing. Then, in the middle of the straight part of the "D"
there's another half-circle cut about the size of a nickle (U.S.
five-cent piece).

It looks like somebody went to a wee bit of trouble here, and I can't
imagine why.

Anybody have any ideas? As an option, should I consider this
bellhousing as a first or last choice?
