Instead of a dowel to retain the needle bearings, I used heavy grease to pack the needles in place and to hold the thrust washers as well. Then, left the layshaft gear in the bottom of the case while assembling the rest of the trans, then carefully inverted the unit to let the layshaft gear drop into place allowing the shaft to be slid in. Sometimes a needle or two would fall out of place, but could be tucked back in with a little screw driver. Using a dowel is definately the way to go if you have one handy.
