Since you have treated the surface with paint stripper I would strongly suggest cleaning it well with whatever thge stripper manufacturer suggests to make sure the stripper doesn't strip from underneath. Also I am asuming we are talking abouth a plastic dash as you mentioned black as the stock color. First prime the dash with a primer that is compatable with your top coat. I recomend a good quality sandable primer from your auto paint supplier(you can sand out drips and dust with 400-600 paper) then a base coat of black or charcoal grey(almost black looks very nice) and then a top coat in clear coat for durability and shine. I also suggest you purchase these products at an automotive paint supplier(most basic colors are available in spray cans)

Also most people make the mistake of not spraying a heavy enough coat when they use spray cans. Try to spray a good even "wet" coat on what you are spraying(wet but no puddles or runs) and make sure you follw the manufacturers dry time reccomendations before recoating or sanding etc. Also lay your dash out flat horizontally to prevent drips.
