dash paint - what kind?

There was a thread a while back about what the original dash surface was. Someone mentioned that the original grey surface was covered with black.

With what? What kind of finish was used? Whatever was done to mine resists furniture stripper, so it's not your average paint. Before I Varathane mine (Colours in Plastic), I'd like to know if I could re-apply whatever finish was used.

And if Varathane, any tips? Should I cut the old surface first?
