After a rebuild, there is no risk in setting the valves too loose
(within reason) for the maiden start-up. There is nominal risk in
setting them too tight, ie, the valves may never close either at
start-up or shortly thereafer. the consequence will be a lack or loss
of compression, perhaps to the degree that the engine won't start or
won't continue to run.
Valve clearance tends to close up after start up, so err on the side of
setting 'em too loose. When the engine gets hot, set 'em good!
