The throttle linkage is on the front carb, which is why it is opening first. The rear linkage connect to the front via plastic couplings that use roll pins to transmit the force.

Either the roll pins are worn, or more likely the plastic pieces are. In either case, the plastic parts are scrap.

If your strombergs are worthy "no slop in the front carbs throttle shaft", find a set of doner carbs, and pay somebody to swap the linkages. Whoever does it is going to need a pin-vice to push those pins out, and if you mess up.....
