Oil hole behind the Timing chain cover

Covering the oil hole behind the timing chain cover has been recommended to help with my extreme pulley/cover leak.

I also have the rubber ring from SS.

However, I have questions about plugging the hole.

1. Can this be done with the engine still in place? There is room if someone has a good idea for plugging the hole.

2. Is their enough oil for the chain once the hole is plugged? I assume the oil return holes at the bottom remain open and there must be enough oil vapour to help.

Thoughts on the process are appreciated.
