The section printed in McGoverns book, is actually a reprint of the factory series II special tuning handbook.
The hole that is blanked off is more of an issue when you can really stop fast, and the sumps oil floods the timing cover.
With all the good tires available today, and a willinngess for people to drive alpines pretty hard, I'd say that the modification would be a good idea.
Anyhow its an easy mod, and it could'nt hurt.
