More than likely the large piston in the atmospheric chamber is binding
up. Locking brakes are a symptom of this. When the leather seal gets
old and hard the piston does not move freely in the bowl. I suggest
you remove the piston and sand the inside of the chamber, first with
400 then 600. Also, soak the seal in neats foot oil overnight. When
you put it back grease it well.
