Get a torch, propane alone is probably not hot enough, use propane
and oxigen or map and oxigen.

Heat only the part that is on the outside of the joint.
Het it to a dull glow, but dont melt the steel.

The heat will expand the outer joint, and it will come apart pretty
easily. You want only to the outer pipe as if both are heated, they
will both expand, and you'll be in the same position you are now.
Cooling the inner joint pipe well help if the inner is glowing too.
