All the journals must be ground. It's not a good idea to weld the
crank to bring it back up. It would weaken it.

In my opinion, you should just rebuild the engine. If you have any
other work that even marginally should be done, then do it. At the
very minimum you should grind the rod journals and replace all the
bearings, including the mains. If you have no head work that needs
doing then just do the block, including honing the bores and replacing
the rings. The only thing I wouldn't touch would be the wrist pin
bushes unless you have an obvious problem. You should also rebalance
the crank and have it shot peened and nitrided (hardened). Another
option would be to cross drill the crank to improve oiling to the rod &
main journals. You could forego the shot peening, but definitely have
it nitrided. Often what happens when you rebuild only one portion of
an engine it reveals a weak point somewhere else (i.e., redo the head
and the rings fail, or vice versa) and can be costly, not to mention a
major pain in the arse.
