Rob,
        Well, on a bolt that usually enters a water jacket (the drill bored
into the water jacket, like on the small block Chevy head bolts) will
have some thread sealent on it to prevent water leaking into the threads
and beyond. I guess the same applies if there is a lot of oil on the
other side (to keep the oil from seeping over the outside of the
engine). Gasket cement helps hold the gasket in place and/or keeps it
flexable and/or helps seal oil and water from leaking. I don't think
there are any real rules on the subject. It's hard to keep up with the
new technology anyway. My opion is use the "Ultra-Blue" RTV. I can't
remember who makes it.
