Ray,
This is normal: centripetal force will pull the weights outward at idle speed,
and load the springs. The two springs are usually different lengths and
spring rates as well. Unless you have a distributor advance curving machine
handy, just clean and lube everything lightly, make sure the cam can move
independently on the shaft, and leave it alone!
