This is because electronic fuel pumps push fuel. They don't pull it. So,
you need the gas up against the pump to get it going. However, as long as
the top level of the gas in the tank is above the pump, you won't have any
problems (remember putting a tube in a tank/glass of fluid and lowering it
below the glass to have the water run out?). That being said, the pumps
probably do have some pulling capacity so that when the fluid drops below
the pump you might still be ok.
