Rob,
        The ignition switch comes "after" the fuse box, I meant for you to test
between each of the terminals of the ammeter, and ground, one at a time...not
across the ammeter with your probe. "Essentially" the battery power goes
directly to the ammeter; thru the ammeter (if it is not burned out) and to the
fuse box to run the car. If you don't have power at the fuse box, the fault
has to be between it and the battery.
        You could hold a heavy piece of wire across the ammeter terminals, and have
someone look to see if the lights come on, (lights switched on, of course).
This would also prove that the ammeter has burned out. If the car comes
alive, you need to replace the ammeter, or temporarily hardwire a jumper
across it as I just suggested, (with the battery disconnected). Good Luck!

 When you put the test light across the solenoid, you proved that there is a
pathway from the battery (known to be good) thru your light RATHER THAN thru
the solenoid when it is energized, thru the windings of the starter motor, to
ground.
