goop or gasket?

I just pulled the chrome ring off my oil gauge. On the back side,
sealing it to the glass and gauge case, there was a hard black/yellow
"bunch of stuff" that I chipped out. Might this be the remnants of a
rubber seal glued to the inside? Where can I get more? I suspect all my
gauges are this way.

Would a bead of silicone be a reasonable alternative?
