In Utah we have had a mandatory insurance rule for probably 20 years. I am in
the insurance business, and I see about 25% of the accidents that my insureds
are in involve an uninsured motorist. Our state has tried many things to stop
this problem but it continues. What most people do is pay a down payment on
the insurance and then never make another payment untill the next year when
their license tags expire, then they either lie and use the same number, or buy
another 1 month policy.
One thing our state does, if pushed, is to suspend the offenders drivers
license after an accident for 8 years or until restitution is made.
Personal opinion, they should confiscate any "on the road car" that is
uninsured more than 90 days.
