This is I believe prevelvant in all states and the only way to really keep
plugs on the people is to have that type of confirmation.
My biggest scare is to have an older clunker , with tape holding up a re-used
temp sticker. Here in Oregon you can go back and get a temp many times and not
have a problem UNTILL, the enevitable happens . And that usually happens to us
over insured...(
