Yes, it is a foot rest. If you try to sit in the passenger seat without
it, you will see that the firewall is a bit too far away for you to rest
your feet comfortably (or at least mine from my 5'10" height). The foot
rest seems to be just the right amount. I guess you can slide the seat
forward, but it would be off balance from the driver's seat (which has the
pedals in front of the fire wall).

Right now, I cannot remember exacly how it attaches. If memory serves me
correctly, on the bottom, there were two little plates that screwed in to
the floor which hooked over the bottom lip of the foot rest (if rust has
not eaten them away). On the top of the back of the foot rest are two
little "feet" with rubber bumpers which rests up against the fire wall. I
seem to remember that there may have been something to attach the top or
the side against the kick panel. But, I do not remember for sure.

I did find that when I reinstalled my new carpet and my new kick panels
that the foot rest was too wide to fit in the gap. I guess the carpet on
the tunnel - or the pad underneath replacing the yellow burlap - or the
kick panel, or all three were wider than stock, narrowing the hole. I
ended up "adjusting" the foot rest by bending in one of the sides.
