belts and brakes

Is there a limit as to the number of times that a brake master cylinder
can be rebuilt? My brakes are a little softer than I would like, and I'm
wondering if a rebuild might help the problem any, or if it just needs
to be replaced.

Also, I too would like to mount some 3-point seat belts. Since my floor
is "new," I think I can do pretty much whatever I want there, but the
shoulder belt is the problem. With all the interior panels removed, I've
noticed that there is a hole (supposed to be there) about shoulder
height with the seats- is this just very convenient, or does it serve
some other purpose? The interior is still in a bag, so I don't really
know what goes where just yet.
