Ahem. Could the GROUND connection to the horn be bad? That is, if it is
freshly painted, then maybe you have prevented it from conducting back
through the frame of the car. Similarly, if the map light doesn't have a
good gound, then it too would show good power to ground through a well
grounded test light, but not light.

Just a thought.
