I don't believe the steering wheel is Bakelite, like the steering column
cowls. The latter turn brown and once the outer smooth layer is cooked
away, it's a fairly porous plastic with many small yellow fibres. The
few original steering wheels I've seen don't get that way. Once the
outer surface of Bakelite is breached, it's pretty hard to re-create
that surface by polishing, though others have tried. I have filed their
words away in my List Archives.

I would first suggest giving them a good scrub with one of the kitchen
"soft scrub" liquids. Dried plastic catches and carries a lot of dirt,
and this stuff is a very mild abrasive with bleach. You can let it dry
for more buffing action, but rinse it off well (with scrubbing since it
doesn't wash away easily). I have used this as a first-step on nearly
everything, even the softer plastics like the rear light "red caps" (the
word escapes me).

I'm going to try the polish first, but my back-up plan is to re-paint.
