No, the lash must be set with the engine as hot as its going to see.
On most pushrod engines, the thermal expansion of the engine causes the
lash to decrease at higher temps. This can burn valves if the lash is set
too cold.
The thought is generally to make the lash propper under the
circumstances that the engine will opperate under.

There are exceptions on many OHC engines, and some all alloy engines
so dont use this as dogma , but as a rule of thumb.
