Yes,what you said is true in theory and mostly in practice. But what happens sometimes is,when you carefully tighten the locking nut, the jet move a tiny bit sideways and the needle bind in the jet. And you try again, and again and again............. Well, in the end (after some frustating hours) it will find the right position
Some tapping on the side of the carb when lockin nut is in contact with the jet can move it in the right direction.
