As a Chemical Engineer who deals with all sizes of relief valves I have to
frown on the method of placing washers under the spring on a relief valve
especially if you think your gauge may be faulty. This is here for
protection of your engine block and is designed to be the weak link in the
system. By placing the washers under the spring this weak point may now
have moved to a different part of your engine which could result in serious
damage. I know it's tempting to undertake such quick fixes but this is not
resolving the cause, just hiding the problem.

Sorry I can't come up with the method to fix the problem for you.
