The corrosion (oxidation) will be the the surface of the wire, and will
not substancially effect the conductivity of the copper wire.

That wire, or perhaps another wire nearby, must have overheated,
and exposed the underlying copper.

You will need to find the true culpret, because the oxidation is
either totally unrelated, or it is a second order effect.
