Dwell is the amount of degrees that the points are closed.
Yes, the larger the dwell number, the smaller the points gap,
as the points spend more rotational time in the closed condition.
If you have the points adjusted properly, you should get the proper
dwell. If you dont, then your points are messed up, or are bouncing,
or your points cam lobes are exessively worn.

Once again, shoot for the propper points gap, the dwell is just an
affirmation that the gap was set right, and all else is well.
Oh, and Electronic ignition folks will see an RPM dependancy to the dwell
measurement, so dont get in a panic if you dont measure what you think you
should.
