Dwell

I have some questions on setting the dwell. What exactly does "dwell"
mean? Is it true that the bigger the dwell number the smaller the gap?
So, if your dwell meter is reading too high of a number you need to spread
the points?

Also, when you have a range for dwell, such as 38 degrees +/- 3 degrees, is
it better to err on the low or high side?
