If by "defective" you mean it won't hold pressure, the answer is no. I
installed an overflow tank some time ago. When the pressure gets high enough
(and it does), it goes into the overflow. The temperature is probably higher
than 195, as the engine gets hot enough to boil the fuel in the fuel pump as
well, causing carb flooding at low speeds and tough starting when hot. Not
serious at highway speeds, but very tough to keep running in the city.
