My series 3 had both - with no apparent rhyme or reason. I suspect some of
the holes may have been location points for the assembly jigs on the factory
line, but that's just a guess.
We should now launch a massive inquiry with the Tiger people as to where
rubber and metal plugs should go, should they have factory fingerprints on
them, color, etc.

I think Ramon is right. I asked this same question months or even years
ago. No one had an answer. I will note that on one of my cars the holes
were filled in with welded in metal plugs, on the other, they were filled
in with rubber caps/boots. I forget now which of the SV or S3 had which.
