Rear axle webbing

On the rear axle of my series II, I can see the remanants of old webbing
which I presume was used to stop the rear axle from dropping too low?

Do I need to replace it or is their something better available.

If I do have to replace it how do I go about it, can it be done easily?

Is there a more robust modern material which can be used?

Whilst I'm around the back axle are heavy duty lever arm dampers available
to replace the original units?
