As Jan said, I think that sealer is there to prevent rain from getting
in, I didn't use any on mine either. I would send the spacer ring to be
dipped along with the tank, but the radiator shop won't need it to so
the coating. I finished my tanks with satin black rust-olium paint and
they turned out very nice. Yes, that neck can be a pain, Tom Wiencek cut
his and replaced a section with a piece of hose. I wouldn't go that far,
but it did make it easier to get back together. I used a floor jack and
a block of wood to lift mine into place. :-) Worked like a charm! - Ian
