I had a very similar leaking problem.
I adjusted the float level until no gas could possible enter the chamber
and it still leaked
As it turned out I needed a better needle and seat unit.
The one I was using was new, and I was swapping it with another new unit.
I tried a third unit and the leaking stopped.
I suggest a quality control problem in the manufacturing.
