ID of strange 'bits'

Is it just me, or have others been able to identify strange 'bits' that
came in boxes with their cars since people began posting pictures of
items for sale on ebay?

Thanks to Gary 'Schotbus' I find I have most of a front licence plate
bracket at home. The rubber mounts are gone, can these be replaced or
fabricated easily?
