Yes, the cap definitely is vented and yes some fuel is definitely coming
from the vent. I can see the rainbow trail. But, I assumed it was not all
of the leak from there. I can't imagine plugging that would be a good
idea!!!!. Maybe there is some way to put a vent on the -top- cross tube
that drains down and out under the rear fender - you know, sort of spraying
it on all the cars behind you :-)

These caps are all "vented" aren't they? Maybe that's where the leak comes
from?
