Frank,

On the R16 there is usually a engine hoist bracket under
the left rear (exposed) headbolt. That backet is about 3/16"
thick, hence the longer headbolt goes into the hole with
that bracket.

I ALWAYS recommend putting the head on "neat" (no gasket),
and making sure I can run the bolts all the way down on each
hole, finger tight.

Once the bolts, finger tight, are in place it is also a good
idea to rotate the crankshaft BY HAND to make sure you can do
two full revolutions of the engine (checking to make sure the
pistons are not hitting the top of a milled cylinder head.

I like running a thread chaser down all those headbolt holes.
7/16" - 14tpi (same on both SAE and "metric" engines).
